I ran across a site recently that gets 20K+ unique organic visitors a month and their linking strategy was almost 100% reciprocal links. Not thousands of them, but a few hundred carefully-chosen ones. This site ranks #1 or top 3 for seveal dozen moderately competitive terms. Reciprocal linking definitely does work.
